Because the center column to be used vertically (as normal), or swung 90° so it becomes a horizontal arm that offsets your camera from the center of the tripod. Get the 717Ah (its about $70) if you're interested in video, or a cheapie ball head can be had for less than $70...

I have the Manfrotto tripod and that head. Great budget combo.

Fully extended it supports my 7D with 70-200 f4 IS. You can lock the legs almost completely vertical as well so you can get pretty low.
